Munich Security Conference 2019

From 15 to 17 February 2019, the 55th International Security Conference will take place in Munich. It will be attended by high-ranking security policymakers from Germany and abroad. The German Federal Ministry of Transport and Digital Infrastructure has established a restricted area (ED-R München) as well as a radio mandatory zone (RMZ) to ensure the safety of the event.

14.02.2019.- The restricted area and the RMZ are scheduled to be activated from Friday, 15 February, 07:00 hrs CET until Sunday, 17 February, 19:00 hrs CET. The restricted area is a circle with a radius of three nautical miles (5.5 km) around the conference venue and extends from the ground to flight level 100, or about 3,000 metres. The radio mandatory zone (RMZ München) is also circular, but has a radius of nine nautical miles (approximately 16.6 km) around the conference venue. It extends from the ground to the lower limit of Class C airspace Munich.

In the restricted area ED-R München, all flights, including those by model aircraft and unmanned aircraft systems, are prohibited. These restrictions do not apply to State aircraft associated with the Security Conference, aircraft of the police and flights on rescue and disaster control missions. In addition, flights under instrument flight rules at altitudes of 5,500 ft MSL and above are generally also exempt from these restrictions.

VFR flights have to maintain continuous air-ground voice communication watch while flying in the RMZ München. Aircraft have to make an initial call before entering the RMZ and report when leaving the RMZ.

The Munich and Oberpfaffenhofen control zones, the restricted area ED-R München and the RMZ Oberschleissheim are excluded from the RMZ. As a rule, these regulations do not apply to IFR flights.

Restricted areas are put in place as a security measure or to prevent hazards; they can either be permanent (for example above nuclear power plants or the government precinct in Berlin) or temporary.
