BASIS
Based on the Interdepartmental Agreement dated 6 November 1991, DFS was entrusted with the task of ensuring air safety in the Federal Republic of Germany in times of peace. This does not apply to local military air traffic control services at military aerodromes, including military aerodromes used by civil aviation. In states of tension and defence, the Armed Forces' defence mission also includes the provision of air traffic control services. In peacetime, DFS is responsible for performing a statutory military task requiring comprehensive regulations for safeguarding vital military interests. For the Armed Forces and DFS, this means:
- Independence, where necessary
- Cooperation, wherever appropriate
- Integration, where there are overarching benefits
Previously organised in two separate systems, civil-military cooperation in the field of air traffic services in Germany has developed into an efficient and integrated organisation over the years. The development of flexible airspace management was a considerable asset, both to civil and military air traffic. In order to perform general air traffic control services for military flights and to be involved in all important decisions made by DFS, the Federal Ministry of Defence temporarily releases military air traffic control personnel from regular service so that they can work for DFS. Civil-military cooperation in German airspace requires:
- Coordination and complete data exchange with air defence
- Unrestricted cooperation with military aerodrome and approach control units as well as their aeronautical information service
- System-oriented information processing and data exchange with regard to regional air traffic services related to the Armed Forces
The German model of civil-military integration is exemplary in Europe and highly regarded at an international level. Almost 20 years have passed since the first political considerations to corporatise the civil air navigation services and transform them into an organisation under private law while, at the same time, integrating regional military air traffic control. This cooperation has shaped the history of aviation in Germany.
