Safety objective
At DFS, the top corporate objective is to keep the involvement of the air navigation services in causing an aircraft accident risk as low as possible. Achieving a high safety level in German airspace takes absolute priority over economic aspects. Safety at DFS is constantly checked and documented by different units, both inside and outside the company. Any change made to the “air traffic management system” is systematically checked for all potential dangers, while the associated risks are assessed and reduced to an acceptable level by taking suitable action. For example, annual audits required for ISO certification are conducted by the technical inspection association TÜV. For DFS to be allowed to perform air navigation services at all, it has to be certified. The Federal Supervisory Authority for Air Navigation Services, which performs the functional supervision of DFS, also regularly and independently examines all DFS processes. In addition, DFS regularly conducts in-house safety surveys according to Regulation (EC) 2096/2005 and safety audits according to ICAO Doc. 9859. The Corporate Safety and Security Management is responsible for these routine safety audits and surveys. The survey team regularly visits all DFS locations where it performs independent, systematic assessments. Not only does it check all documents and processes relevant to operations, but it also interviews controllers, supervisors and technicians. The purpose of these check-ups is to determine the safety level of day-to-day operations. The degree of detail goes above and beyond what is required by law. If deficits are found, the survey team proposes suitable measures or ways to improve the system. All relevant activities are documented in full. DFS has formed a trilateral safety survey team together with the ANSPs of Switzerland (skyguide) and France (DSNA). These three organisations conduct joint surveys in the countries concerned.
