SES II

The four SES regulations of 2004 (also called SES I) have been amended and replaced by the SES II package. This is planned to take effect in autumn 2009. One key aspect of this reform will be the introduction of a performance-based system on 1 January 2012. In the coming months, the European Commission will draft performance objectives and key indicators and pass them on to the national supervisory authorities. These authorities, in turn, must develop national performance plans for the functional airspace blocks which must be compatible with the objectives of the EU and will then become binding. The performance-based system will be monitored and regularly adjusted by the Commission, with the support of an independent European performance review commission. The first three-year reporting phase is scheduled for 2012 to 2014, with the first year considered a trial phase. A further key issue is the fast-track establishment of functional airspace blocks in Europe. In the SES II package, Member States are called on to adjust their national legal systems in such a way that would facilitate the cross-border provision of air navigation services starting in 2013.

SES II will simultaneously pave the way for the expansion of the competence of the European Aviation Safety Agency (EASA) in Cologne to include the areas of airport safety and ATM safety. Up until now, the Cologne-based authority has mainly been responsible for type certification and the certification of aircraft and aircraft parts. In the future, EASA will also be responsible for drafting, issuing and monitoring uniform air traffic controller training and licences throughout the European Union.
