The programme
During the SESAR Definition Phase (2006-2008) the SESAR Target Concept and the SESAR ATM Masterplan were developed. Both the Concept and the Masterplan have been drawn up in cooperation with representatives from all areas of the aviation sector. They define the requirements expected by ATM stakeholders from a future system, the system design, and the steps how it can be implemented. During the SESAR Development Phase (2008-2013) the Target Concept will be further refined, and the required operational processes and technological components will be developed for all ATM stakeholders. During the SESAR Deployment Phase (2014-2020) area-wide introduction will take place. Although SESAR's programme phases reflect a sequential top-down approach current implementation measures already focus on the new Masterplan. This is the only way to keep up with the very ambitious time schedule set by the Programme. "Compared with today’s way of managing aircraft, SESAR represents a paradigm shift, achieved in clear steps. We will change the way we manage air traffic: no more skyways, just the most efficient trajectory – saving fuel and time," says David McMillan, Director General of EUROCONTROL.
