FABEC in action
The FABEC implementation phase began in November 2008 with the signing of a Declaration of Intent by the representatives of the ministries of transport and defence as well as the signing of a cooperation agreement of the civil air navigation service providers. Since then, civil and military experts have been working together in 16 operational and technical working groups to develop solutions, with the overriding goal being to promote a single European sky. Short-term measures are being put in place in order to achieve early benefits and take the current economic situation into account. For example:
- Shorter city pairs (direct connections between two airports)
- Implementation of a night route network that enables shorter routings to be planned at times of low traffic volume
- Introduction of the first change to the airspace structure in the border area between the Netherlands and Germany, disentangling traffic flows between Amsterdam and Frankfurt
Also being examined are bottlenecks at the internal borders of the FABEC States as well as the connection to the airspace in the south of England. It is planned to have implemented the related changes to the airspace structure by the end of 2013. At the same time, an institutional framework for FABEC is being developed. The required agreement between the States will be ready to be signed in 2010. It will come into effect once ratified in the different countries, which is expected to take place in 2012.
