FABEC and the Single European Sky (SES)

In order to meet the future demand of the growing air transport industry, the European Commission launched the Single European Sky initiative (SES), a programme to optimise the airspace in Europe. Restructuring the airspace in functional airspace blocks is a cornerstone of SES. Currently, 38 countries are part of the SES initiative, 27 of which are Member States of the Europe Union. The first SES regulations were implemented in April 2004, with the goal to create European air traffic control as a flexible, harmonised and seamless network, independent of national restrictions.

The second package (SES II), with the last legislative measures currently being put in place, focuses on the performance of the overall system. For each FAB, a series of binding performance indicators are being drawn up for safety, flight and cost efficiency and environment and capacity. In addition, there are calls to introduce the FABs by 2012.

In conformity with the Single European Sky (SES), the FABEC Feasibility Study showed that FABEC has the potential required to put an end to the current fragmentation of European air traffic control. At the same time, factors such as safety, environment, capacity, flight efficiency, cost effectiveness and military mission effectiveness can be steadily improved.
